Grant Application Guidelines
What to Know Before You Apply
All CLiF support is accessed through different grant applications. We’re always here to help and answer questions, as well as set up time to talk about our different programs. Our aim is to make these applications accessible, with all eligibility requirements listed under each grant page. If you’re unsure where to start, we’re happy to help.
Demonstration of Need
We require applicants to demonstrate economic and resource needs in a community and the population you serve. Generally, CLiF targets the children and communities who don’t receive a lot of extras in the way of literacy support (including books). One measure we look for is free/reduced lunch (FRL) rates in local elementary schools with a suggested minimum of 35% FRL or higher*. This information can be found online:
Vermont
Free and Reduced Lunch (FRL) data for Vermont schools is available through the Vermont Agency of Education. Scroll to “Free and Reduced Eligibility Reports,” then open the current year’s report to search for FRL rates by individual school.
New Hampshire
Free and Reduced Lunch (FRL) eligibility data for New Hampshire schools is available through statewide reports. Separate reports are provided for K–12 schools and preschool programs, allowing applicants to locate eligibility rates by individual school.
If You’re Below or Near 35% FRL
If your Free and Reduced Lunch (FRL) rate is below or close to 35%, you are still welcome to apply.
We understand that FRL data does not always fully reflect a community’s level of need. For example, small schools may experience enrollment changes that significantly impact FRL percentages from year to year. CLiF aims to serve students and communities with the greatest need, and we recognize that meaningful need may exist even when the 35% FRL threshold is not met.
Applicants are encouraged to explain their circumstances and provide any supplemental information that helps demonstrate need. Alternative metrics may include, but are not limited to:

Percentage of reduced or subsidized program tuition

Scholarships offered

Community-wide income or poverty data

Employment or economic hardship indicators

All grant programs include specific descriptions, eligibility criteria, and requirements. Please review each grant page carefully and make note of any documentation needed before applying.
Eligibility requirements may vary by grant program.
Supporting Materials
CLiF welcomes applicants to include optional materials that help demonstrate the strengths of your organization and program. These may include:
- Communications or marketing materials
- Photographs
- Supporting references or letters of support
These materials are not required, but they can help provide additional context for your application.
